Worcester County is seeking professional design-builder services for the design, permitting, and construction of a 12-inch PVC C900, DR 18 water main in Berlin, Maryland. This main, approximately 2,000 ft in length, will generally run along the north side of Samuel Bowen Boulevard and through a permanent utility easement.
Vendors are responsible for checking the County website for addenda prior to submitting their bids. Worcester County is not responsible for the content of any Proposal Document received through any third-party bid service. It is the sole responsibility of the vendor to ensure the completeness and accuracy of their Completed Proposal Documents.
A non-mandatory pre-proposal meeting will be held on September 17, 2026, at 9 a.m. at the Ocean Pines WWTP - Ops Building at 1000 Shore Lane, Berlin, MD 21811.
The last date/time to submit questions for clarification will be noon on September 29, 2026.
Sealed Proposal Documents are due no later than October 8, 2026, at 2 p.m. and will be opened and only vendor names will be read aloud in the Office of the County Commissioners, Worcester County Government Center – Room 1103, One West Market Street, Snow Hill, MD 21863.
Late Proposal Documents cannot be accepted.
Envelopes shall be marked " DB Samuel Bowen Water Main Extension” in the lower left-hand corner.
Minority vendors are encouraged to compete for award of this solicitation.
